NCDMB, NLNG to launch local content opportunities on e-marketplace

The Nigerian Content Development and Monitoring Board (NCDMB) and the Nigeria LNG Limited are collaborating to roll out tender opportunities from the gas production and processing company on the Oil and Gas E-Market Place, thereby implementing a key provision of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act.

Section 106 of the NOGICD Act defines the “Oil and Gas E-Market Place as a virtual platform for buyers and sellers of goods and services in the oil and gas industry that allows for speedy and transparent transactions.” This provision of the Act had not been implemented since the enactment of the Act in 2010.

Speaking on Monday at the Nigerian Content Seminar at the Nigerian Oil And Gas Energy Week (NOG 2023) held in Abuja, the Executive Secretary NCDMB, Engr. Simbi Kesiye Wabote announced that the roll out of the Oil and Gas E-Market Placeproject would be carried out in phases and is starting with the Nigerian LNG Limited. He said that a joint working committee comprising members ofthe company and the Board was formed to co-create the Blueprint for the Phase-1 implementation of the E-Marketplace, while subsequent phases of the project will include members of the Oil Producers Trade Section (OPTS), Independent Petroleum Producers Group (IPPG), and the other stakeholder groups.

He commended the Management and Staff of Nigeria LNG Ltd for being ever ready to comply with the provisions of the NOGICD Act and for demonstrating genuine willingness to partner with the Board in various initiatives, recalling that the Service Level Agreements (SLA) was initiated with the company in 2017, to drive the timely approvals of requests submitted to the Board.

The Executive Secretary explained that the Board uses the Nigerian Content Seminar to discuss the various elements of the NOGICD Act with industry operators, service providers and other stakeholders in the industry, noting that this year’s seminar provided a platform to clarify the provisions of the NOGICD Act (2010), the Ministerial Regulations, guidelines, tools and initiatives.

Speaking on various segments of the NOGICD Act, Wabote quoted section 70(h) to justify the Board’s assistance of local contractors and support of Nigerian companies to develop their capabilities and capacities in furtherance of Nigerian Content development in the Oil and Gas industry. This clarity is meant to correct the wrong perception held in some quarters that the Board is acting outside its mandate by supporting and partnering companies in strategic business ventures.

Wabote emphasised that this provision is “at the heart of developing local capacities and capabilities in the oil and gas industry. According to him, this provision explains why the Board embarked on several initiatives including the funding support and other initiatives that are directed toward developing both human capital and infrastructure. He listed some of the initiatives to include the $300million Nigerian Content Intervention Fund with the Bank of Industry (BoI), the $100million Matched Fund with NEXIM Bank, the $50million R&D Intervention Fund and the $50million NOGAPS Manufacturing Fund.”

Other support provided by the Board to local companies include partnering with local businesses to establish modular refineries, gas processing plants, LPG storage facilities, Base Oil production plant, LPG depot and refilling plants, and others with clear exit plans once the target goals are achieved.

The NCDMB boss observed that there are severe challenges negating manufacturing in the oil and gas industry, which is why the Board is developing the NOGAPS Industrial Parks to provide modern infrastructure using the “sites and services” model to support in-country manufacturing.

He reported that the Industrial Parks are at various stages of development in seven states namely Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, and Ondo states, hinting that “the NOGAPS Industrial Parks at Odukpani in Cross River state and the one at Emeyal-1 in Bayelsa state are both at advanced stages of completion and will commence operations in 2024.”

While appreciating the contribution of the Shell Petroleum Development Company Joint Venture and the ExxonMobil Joint Venture for their contributions to the industrial parks using the CDI programmes, he confirmed that the Board has commenced the allocation of manufacturing shopfloors and services plots at the Odukpani and Emeyal-1 parks to qualified applicants.

Speaking at the panel session titled “Exploring Emerging Opportunities for Local Content in Achieving Energy Security,”the Director Planning Research and Statistics, NCDMB, Mr. Abdulmalik Halilu emphasised the need to focus on manufacturing as a veritable strategy for promoting local content in the oil and gas industry.

The reason is because manufacturing accounts for 54 per cent of the spend on major oil and gas projects. He hinted that the Board’s programmes for supporting manufacturing included developmental and monitoring interventions.

The developmental interventions include the Nigerian Content Manufacturing Initiative (NCMI) which is the precursor of the Nigerian Content Equipment Certification (NCEC). Those programmes are geared to compel original equipment manufacturers to rethink their business models and to begin the manufacture some components of their equipment in Nigeria. Other initiatives include the Nigerian Oil and Gas Parks Scheme (NOGaPS), which is designed to enhance efficiency of manufacturing and cut off entry barriers.

Also speaking, the Director, Capacity Building, NCDMB, Dr Ama Ikuru canvassed that the Federal Government should address the challenges that militate against manufacturing in the oil and gas industry. Some of the initiatives included providing dedicated power and fixing roads that lead to manufacturing facilities.

Nigeria ripe for nuclear power to boost electricity generation – NAEC

The Nigeria Atomic Energy Commission (NAEC) in collaboration with Centre for Energy Research and Training (CERT), Ahmadu Bello University (ABU), Zaria would deploy nuclear science and technology to strengthen electric power generation in Nigeria.

Prof. Yusuf-Aminu Ahmed, Chairman NAEC disclosed this during the 20th Anniversary Symposium of the Nigeria’s first Nuclear Research Reactor-1 (NNR-1) in Zaria on Thursday.

Ahmed said the experience developed over the years on nuclear power at the centre makes Nigeria ripe and ready to go into the next level of power generation through the nuclear reactor.

“We have used the reactor for research and development over the years and now we are going to use the reactor for the purpose of generating electricity.

“President Bola Tinubu has already given the commission a mandate to see how it contributes in the clean energy sphere of Nigeria and the nuclear energy programme of Nigeria would participate,’’ Ahmed said.

He explained that the time for the project would not be open for the public; however, Ahmed added that international partners and vendors were working closely with the commission over the project.

He also said that intergovernmental agreements were signed with some of the vendors on the nuclear power in Nigeria and very soon President Tinubu would make an announcement on the issue.

Earlier, Sen. George Akume, Secretary to the Government of the Federation said the 20 years of safe operation of the nuclear research reactor was an indication that Nigeria has joined the campaign for safe application of nuclear energy.

Akume, represented by his Special Assistant on Technical Issues, Prof. Bolaji Babatunde, added that since the centre had safely operated the nuclear research reactor for 20 years, it can also obtain a nuclear reactor for electricity generation.

According to him, the process of having a reactor that would generate electricity is similar to operating a nuclear research reactor.

“President Tinubu has re-echoed the need for having nuclear energy into the sources of electric power generation in Nigeria and Nigerians should look forward to this power.

“Electricity generated through nuclear energy is clean and safe except for human errors or natural causes such as the one that happened in Hiroshima,’’ he said.

Earlier, Prof. Sunday Jonah, Director of the center said the event was to celebrate 20 years of safe operation, maintenance and utilisation of the first Nuclear Research Reactor code named NNR-1.

However, in spite of the numerous gains at the centre over the years, the Director lamented over a plot by NAEC to wrestle the centre from the university through the proposed NAEC Bill 2022.

He explained that such a move would negate the dreams of the founding fathers that established the centre in universities because of the culture of research and development being promoted at designated universities.

Alake unveils gender strategy for mining, steel sector

The Minister of Solid Minerals Development, Dr Dele Alake, has unveiled a document for Women in Mining in Nigeria (WIMIN) strategy document.

Speaking at the event, he described the strategy as a significant mile stone in the sector.

He said that the move was a demonstration of the commitment of the Ministry of Solid Minerals Development (MSMD)‘ and Ministry of Steel Development in fostering diversity.

He said that the strategy is aimed at promoting gender equality and women‘s empowerment, adding that its focused on driving productivity for the nations‘ sustainable development.

“It also focuses on improving the opportunities for women to benefit from both sectors sustainably in policy, regulatory, operational, and commercial (large scale, medium scale, small scale, and artisanal levels), and value and supply chain roles.

“This strategy is not just a document but a call to action and a blueprint for all stakeholders to create a more inclusive and gender-balanced mining and steel sector.

“It provides a guideline and framework to guide both ministries, their agencies, and stakeholders to integrate gender equality and women’s empowerment priorities in their policies, programmes, and initiatives,” he said.

He acknowledged the indispensable contributions of women to the success and sustainability of the mining sector, saying that their talents, expertise, and perspectives are critical to the success and growth of the industry.

According to him, Nigeria is not immune from the biases perpetuated against women in these two sectors.

In addressing the situation, he said that the Federal Government has prioritised gender equity and female participation in its “Roadmap for the Growth and Development of the Nigerian Mining Industry.”

He said as part of the efforts of MSMD and Ministry of Steel Development to implement the roadmap, the Mineral Sector Support for Economic Diversification (MinDiver) engaged a consultancy to develop the gender strategy.

He said that to achieve the objectives of the strategy, its institutional capacity would be strengthened for effective gender mainstreaming.

He added that that women’s participation in leadership and governance roles within the mining sector and communities would be increased.

“Promoting women’s economic empowerment and rights and eliminating all barriers (structural and systemic) that hinder women’s meaningful participation, access and control over mining resources and benefits,” he said.

The Minister added that they were committed to building partnerships across a wide range of stakeholders in achieving the vision of the strategy.

He said that the WIMIN strategy was firmly rooted in the principles of equality, diversity, and empowerment, and  a call to action for stakeholders mobilisation toward a more inclusive and gender-balanced industry.

Earlier in her remarks, the National President of WIMIN, Dr Janet Adeyemi, described the launch of the strategy as an opportunity to galvanise support and implement actions to address the entrenched gender disparities within the mining and steel sectors.

Represented by the National Secretary, Mrs Emily Ofodile, she said that women within these industries continue to encounter multifaceted barriers that hinder their full participation and advancement.

On her part, the Permanent Secretary of MSMD, Dr Mary Ogbe, urged, women to be change agents at all levels, and urged all organisations to have gender focal persons to help in coordinating all related matters.

Tree4Life Project: NEPL/Seplat JV, Edo sign reforestation agreement

The NNPC Exploration and Production Ltd/Seplat Energy Joint Venture and the Edo State Government have signed an agreement that will see the state government allocate 6,000 hectares of land from its protected forest reserves to enable a large-scale tree planting initiative by Seplat Energy Plc.

This is in furtherance to the Seplat Tree4Life Initiative and the Edo State Government’s identification of the need to increase forest cover and carbon sequestration efforts within the region.

Seplat Energy has been selected as the partner to implement this reforestation project, which aims to plant millions of indigenous trees on the allocated land over the next five (5) years. This project represents a significant investment in environmental conservation and sustainable development for the state.

Speaking at the agreement signing ceremony, which happened in Edo State Government House, the Managing Director, Seplat West Limited, Seplat Energy, Ayodele Olatunde, said the partnership will contribute in the global efforts around mitigating the effects of climate change, whilst providing economic, social, health and other environmental benefits to the region.

“This will stir more advocacy as far as climate change is concerned and put the Edo State Government with the Seplat JV on the map as change agents. The partnership is well aligned with our Tree4Life Initiative and has the capacity to boost our economy and the environment; advance our soil health and drive carbon capture; preserve our ecosystem; enhance biodiversity; create jobs; conserve our forests; and promote physical and mental wellbeing of our people,” Olatunde said.

The Commissioner for Environment & Sustainability, Edo State, Joshua Omokhodion, said the synergy between Edo State and the Seplat JV is a huge attempt at mitigating the impacts of climate change in Nigeria.

“Beyond the economics of this move, the science of it is very important to us because it is an attempt to deliberately create an ambience that will be conducive for humans and other creatures here.”

The Director, External Affairs & Social Performance, Seplat Energy, Chioma Afe, in her address, thanked the Edo State Government for partnering with the NEPL/Seplat JV on this sustainable journey of reforestation.

She said, “This will drive forward our shared goals of environmental conservation and sustainable land use.”

“These 6,000 hectares of land being allocated today, we believe, will provide a major boost to efforts at increasing tree cover and also to sequester carbon in our region. We believe also that this will not only tackle climate change, but will promote the local economy as well as local wildlife. The agreement demonstrates the NEPL/Seplat JV strong commitment to supporting impactful environmental projects,” Afe explained.

The Managing Director, NEPL, Nicolas Foucart, represented by Mr. Uzoma Ezulu, DM Operations Management Seplat, NEPL, said the partnership between the state government and NEPL/Seplat JV is a laudable response to the global warming crisis.

“The world is turning around for the worst; human activities in the name of development have done more harm than good to the environment. The Tree4Life project, therefore, is a conservative effort for all of us,” he said. Teasoo Consulting Limited was also among the facilitators of the agreement signing ceremony,” Nicolas said.
