Lagos-Abeokuta-Ota expressway: We are waiting for FEC approval to commence reconstruction — Abiodun

Ogun State Governor, Prince Dapo Abiodun has explained that the state is yet to commence the promised reconstruction of the Abeokuta-Ota-Lagos Expressway because the Ogun State Government is still waiting for final approval of the concessioning of the road from the Federal Government.

Abiodun made this known in a statement issued by his Special Adviser on Media, Mr. Kayode Akinmade.

According to Akinmade, Akinmade, speaking on the latest development on Monday, said that although there is a presidential approval for the concessioning, there is no EXTRACT from the Federal Executive Council (FEC) approving the concessioning.

According to Akinmade, the procedure for the concessioning is not complete without FEC’s EXTRACT paper.

He noted that after deliberation and approval, the FEC will issue an extract from the office of the Secretary to the Government of the Federation (SGF), transferring the road to the Ogun State Government.

The Special Adviser said that the Ogun State Government is waiting anxiously for the FEC’s nod to proceed with the project.

He added that the FEC Extract is needed to raise funds for the project and also discuss with investors.

Recall that the Minister of Works, David Umahi, announced in October last year, during a briefing after the Federal Executive Council (FEC) meeting at the Aso Villa, that the Federal Government had finally concessioned the all important road to the Ogun State Government to reconstruct after several efforts made to that effect by the Governor Dapo Abiodun-led administration.

The reconstruction was to be carried out under the Highway Development and Management Initiative (HDMI), with the Infrastructure Concession Regulatory Commission (ICRC) and the Federal Ministry of Finance to be involved in the process.

Commissioner for Works, Engr. Ade Akinsanya had earlier said the state administration had been providing palliatives to make the roughly 70km road manageable for motorists.

“Ogun State has been rehabilitating the road since 2019. We keep doing palliative works because the governor is always concerned about the suffering being experienced by the people. He remains concerned about the deplorable state of the road until he got what he wanted from the federal government.

“With the transfer done now, we are happy and ready to immediately take over the project and turn around the fortunes of the road. It’s what we’ve been looking for, praying for since we came on board. We will take over immediately, subject to paperwork between us and the federal ministry,” he had said.

FG targets all-year-round farming to curb food inflation

The Federal Government has revealed that it is targeting all-year-round farming to curb food inflation in the country.

The Minister of Agriculture and Food Security, Senator Abubakar Kyari made this known when he received a delegation of governors led by the Chairman of the Nigeria Governors Forum (NGF) and Governor of Kwara, AbdulRahman AbdulRazaq alongside Governor of Taraba State, Dr Agbu Kefas; Governor of Ondo State, Lucky Orimisan Aiyedatiwa; and Governor of Kogi State, Ahmed Usman Ododo, at the Ministry’s headquarters in Abuja on a courtesy visit.

Speaking, the Minister said, “This visit is without a doubt a huge endorsement for the progressive drive towards the much-needed collaboration between the Federal Ministry of Agriculture and Food Security and State Governments, with a view to creating an Agricultural Sector fit for a nation as endowed as Nigeria with massive arable fertile land, abundant water resources and agricultural labour force. This visit is, in my view, beyond a courtesy call.

“Your Excellencies, we are aware that in your respective states, agriculture has witnessed noticeable development over the years.

“The bigger picture we seek to create now is to vastly increase agricultural production all-year round with the cardinal objective of driving down food inflation, creating employment, reducing poverty, engendering economic growth and development, as well promoting inclusivity. We are confident that we can partner in the realisation of these objectives.

“There is no question that if we get things right now, and without an iota of doubt with all hands on the plough, future programmes and projects will enable us more seamlessly achieve all-year-round agricultural production with beneficial consequences for Economic Empowerment, Inclusivity and ultimately wider opportunities for Value Addition, Food and Nutrition Security as well as Industrialisation.

“We have seen the examples of some states in the course of the Wheat Production Programme, and even now in preparation for the Second Phase.

“These states have purchased power tillers and other mechanised implements, solar-powered water pumps, and recruited and trained Extension Agents whose involvement is vital to the dissemination of agricultural innovations to the farmers including equipping them with suitable agronomic practices and expectedly higher yields per hectare.

“It implied Your Excellencies, that the more involved the sub-national governments are, the more sustainable agricultural production becomes and the higher the chances of realizing the interconnected 8-Point Agenda of President Bola Ahmed Tinubu, GCFR.

“I should also like to point out that a success factor in the second phase will involve early determination by states of adequacy of 50 per cent subsidies being provided by the Federal Government under the NASG Project. This is because some farmers in some states could not come up with counterpart funding required for their input redemption thereby prompting some State Governments to further subsidise them.”

However, to avoid glitches experienced in the first phase farming season, the Minister gave guidelines for implementation of the Second Phase farming season commencing soon.

Responding on behalf of the Governors, Governor AbdulRahman AbdulRazaq said, “We can feed Nigeria. India, the largest population is feeding themselves and exporting food, China is doing the same thing, we must do the same thing. We must make sure we feed ourselves 100 per cent and export food from Nigeria.”

He however, called on State Governments to massively invest in data in order to weed out middlemen and their excesses in order for real farmers to have access to agricultural inputs for massive food production.

Meanwhile, he acknowledged and commended the Minister and his team for the initiative to closely work with the State Governments to achieve the long expected food security under the ‘Renewed Hope’ Agenda of President Bola Tinubu, therefore called for resuscitation of the moribund Agricultural Development Programmes, ADPs, in some States, and the active role of River Basin Development Authorities, RBDAs, including National Agricultural Lands Development Authority, NALDA, to embark on land clearing for more agricultural activities along various value chains.

He promised that the State Governments are ready to support the programmes of the Federal Government through the Federal Ministry of Agriculture and Food Security.

“In Nigeria today, food security now is an urgency we must tackle. One thing that we have come to realise is that there is a new Ministry of Agriculture.”

“Over the years prior to this administration the engagement was not productive; the Central Bank of Nigeria, CBN, took over most of the things the Federal Ministry of Agriculture used to do.

“I came to this Ministry several times and we were not fruitful but this time around we have seen strong engagements from the new team here today.

“That is why you see serious engagements from the Governors, we want to move on quickly, the dry season is going very fast.

“On this note, I would like to say that the Federal Government supports this Ministry, and things are changing, plough back all was given to Central Bank of Nigeria back into this Ministry. We are ready to work with you,” he said.

1,681 vulnerable Lagos residents get N1bn financial assistance

The Lagos State Office of Political, Legislative and Civic Engagement has provided financial assistance worth N1 billion to 1,681 vulnerable residents, aimed at alleviating economic hardship.

According to Dr. Tajudeen Afolabi, Special Adviser to the Governor on Office of Political, Legislative and Civic Engagement, this financial support is a demonstration of the state government’s commitment to the welfare of its citizens.

Speaking on Monday during the ongoing ministerial press briefing to mark the second term in office of Governor Babajide Sanwo-Olu, Dr. Afolabi also announced that the Governor plans to revive the school feeding programme for primary school pupils before the end of the year.

He said the move is expected to benefit thousands of pupils across the state, providing them with a nutritious meal during school hours.

According to him, “Sanwo-Olu Listens’ financial assistance to struggling Lagosians is a social welfare programme designed to provide financial assistance to vulnerable citizens in Lagos State has been sustained for five consecutive years.

“It is a fact that Lagos is not immune from the ever-increasing poverty rate in Nigeria, hence the government of Mr Babajide Sanwo-Olu, cognisance of this unpalatable trend has therefore taken necessary steps in providing support to help reduce poverty.

“During the period under review, 1,681 vulnerable residents of Lagos State were assisted in one way or the other.”

He added that 1,074 individuals are still awaiting this benefit, which will be addressed within the next two weeks.

“So far, we have spent N1 billion on financial assistance since the program began. Once we complete the distribution to the remaining beneficiaries, we will provide the total sum expended.”

Regarding the school feeding program for primary school pupils, the Commissioner stated, “Once we finalise all the details, we will provide an update. There are many steps involved, including determining the number of pupils.”

“By the end of the year, we will disclose the total amount spent on the school feeding program.”

He also mentioned that to ensure proper engagement and feedback, the state government launched the Lagos Citizens Gate App in April 2023.

1.2 million students to benefit from loan fund in initial phase — Official

The Nigerian Education Loan Fund (NELFUND) has announced that up to 1.2 million students in federal tertiary institutions will be eligible for student loans in the program’s initial phase.

This was revealed on Monday by the Managing Director of NELFUND, Akintunde Sawyerr, ahead of the formal launch of the application portal on Friday.

According to Sawyerr, students from federal institutions that have completed uploading their data will be able to apply for the loan in this first phase, which begins on May 24.

The application process has been streamlined to ensure ease of access for all qualified students in these institutions.

The NELFUND program is a key part of President Bola Tinubu’s administration’s Renewed Hope Agenda, aimed at providing financial support to needy students. The loan will cover obligatory fees and stipends, enabling students to pursue their academic goals without worrying about the financial burden.

 He also added that the Fund will pay 100 percent of institutional fees directly to the institutions of learning account while also providing stipends to the students monthly based on when school is in session.

He stressed the importance of some of the key features of the student loan including, No physical contact between the loan applicant and NELFUND, a user-friendly Loan Application portal, comprehensive support where applicants can access online support to assist and flexible repayment plans.

According to him, “We encourage all students in federal institutions to take advantage of this opportunity to secure the required financial assistance for their education. Applicants must submit their applications as early as possible to ensure timely processing.”

Lagos Govt seals over 840 event centres, social facilities over safety violations

The Lagos State Government has taken unwavering action against event centres and social facilities that violate safety regulations, sealing over 840 of them in the last one year.

This was disclosed by the Commissioner for Special Duties and Intergovernmental Relations, Gbenga Oyerinde during the ongoing Ministerial Press Briefing at the Bagauda Kaltho Press Center on Monday.

According to him, the Lagos State Safety Commission has carried out enforcement actions at various facilities, including event centres, clubs, lounges, hotels, and construction sites, to ensure compliance with safety standards.

Notable examples of sealed facilities include the Lekki Conservation Centre and Quilox.

In addition, the Commission has inspected over 7,819 facilities to ensure safety, issuing fire safety compliance certificates to 5,220 of them.

It was gathered that the Commission has carried out at least 365 advocacy initiatives to promote environmental safety.

In his words, “Our ministry in working in line with the THEMES Plus developmental Agenda of Mr. Babajide Sanwo-Olu, to mitigate risks and protect life and property of government and citizens of Lagos’ State, have sealed eight hundred and forty event centres and social facilities for safety violations and non-compliance of extant laws.”

The Commissioner also stated that fire safety officers from the States Emergency and Fire Rescue body successfully rescued 376 victims, preserving an estimated property worth of N152.22 billion, albeit with a regrettable loss of 82 casualties and N25.37 billion in property.

He also revealed that additional fire stations were added in Ibeju Lekki, Ifako Ijaiye among other locations across the state.

“In line with efforts to bolster infrastructure, three new fire stations are nearing completion in Ijegun-Egba, Satellite Town, and Ijede, while an ultramodern workshop at the Alausa headquarters is nearly finished to cater to the agency’s fleet maintenance needs.

“Additionally, land spaces have been identified for the development of additional fire stations in Ibeju, Lekki and Ifako Ijaiye,” he reiterated.

He added that Lagos State Fire and Rescue Service had prioritised fire mitigation and Emergency Response Strategies

He also said “the Lagos State Fire and Rescue Service is sustaining its focus on enhancing fire mitigation and emergency response strategies, aligning with the administration’s THEMES Plus Agenda. Under the leadership of Governor Babajide Sanwo-Olu, a collective effort was emphasised to address the challenges posed by fire incidents effectively.

“Key statistics from the year’s emergency calls revealed a total of 2,537 incidents, including 1,627 fire calls, 191 rescue calls, 93 salvage calls, and 4 explosions, alongside 607 false alarms.

“This highlighted the critical need for increased awareness of fire safety measures to combat the impact of negligence and non-compliance with safety codes,” he stated.

The Commissioner also highlighted the collaborative efforts with the Ministry of the Environment to improve the NYSC Temporary Orientation Camp (Youth Hostel) at Iyana-Ipaja.

Furthermore, he also revealed that the Lagos State Emergency Management Agency (LASEMA) responded to a total of 1,906 incidents between January 1, 2023, and March 31, 2024, comprising 1,461 incidents in 2023 and 445 incidents in the first quarter of 2024.
