Presidential pardon list still under review — AGF

The Attorney-General of the Federation and Minister of Justice, Prince Lateef Fagbemi (SAN), has clarified that no inmate has yet been released under the recent Presidential Pardon Exercise, saying the process remains under review and subject to change.

In a statement personally signed by the Minister on Thursday evening, Fagbemi explained that the current phase of the exercise involves final administrative checks to ensure that all names and recommendations strictly comply with established legal and procedural requirements before any release order is issued.

“It is important to note that the last stage of the exercise, after approval by the Council of State, is the issuance of the instrument for the implementation of the decision concerning each beneficiary,” Fagbemi stated.

He added that this stage allows for a “final look at the list for remedial purposes, if any,” before the document is transmitted to the Controller-General of Corrections for execution.

Fagbemi emphasised that the verification process reflects the government’s commitment to transparency, due diligence, and the rule of law.

“There is no delay in the process; it is simply following the law to the letter to ensure that only those duly qualified benefit from the President’s mercy. The rule of law does not rush; it ensures fairness,” he said.

The Minister also appreciated public scrutiny of the exercise, noting that “constructive feedback continues to strengthen institutional integrity.”

“Public engagement is always welcome, as it demonstrates that Nigerians care deeply about justice and good governance,” he added.

Recall that the Council of State had earlier ratified a list of offenders—both dead and alive, recommended for clemency by President Bola Tinubu. 

However, the list attracted public criticism, especially following reports that it included Maryam Sanda, who was convicted and sentenced to death for killing her husband.
