PFIPC probe: Police, ICPC investigation indict Directors in AGF, Budget office

…absolves Gbajabiamila of responsibility

Joint investigations conducted by the Nigeria Police Force and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) into the fraudulent Presidential Foreign Intervention Promotion Council (PFIPC) have cleared Chief of Staff to the President, Rt. Hon. Femi Gbajabiamila, while indicting key government officials who allegedly facilitated the fake agency’s operations.

Forensic analysis of the documents revealed that the signature on the fraudulent PFIPC appointment letter attributed to Gbajabiamila was forged.

Financial tracking by investigators also confirmed no trace of Gbajabiamila receiving any portion of the N400 million linked to the principal suspect, Prince Adeniyi Adeyemi Matthew.

The security agencies noted that no records showed that the funds were instead traced directly to Adeyemi’s personal accounts, where they were allegedly disbursed for luxury vehicle purchases, personal spending, and transfers to family members.

The investigation itself was initiated following a formal petition lodged by Gbajabiamila with security agencies in October 2025 regarding the impersonation and unauthorized use of his office, which ultimately led to Adeyemi’s arrest.

Investigators established that the legal framework presented to create the PFIPC was entirely fictitious and utilized by the suspect to compromise public administration systems. The report further revealed the involvement of several civil servants across key federal institutions who aided the agency’s integration into government structures.

Among those implicated is Mrs. Rosemary Omaye Achem, Special Assistant (Administration) to the Director-General of the Budget Office of the Federation, alongside Ms. Patricia Akhigbe, Assistant Director at the Ministry of Budget and Economic Planning, both of whom are linked to budget creation and insertions for the fake body.

The probe also named Dr. Joshua Kadmi Luka, Director at the Office of the Accountant-General of the Federation, for allegedly opening official accounts and assigning a National Chart of Accounts code to the agency, as well as Dr. Mimi Abu, Director at the Office of the Head of the Civil Service of the Federation, who allegedly granted establishment approval and organizational structure.

Additionally, Mr. Harry Ogaba, a staff member seconded from the Office of the Secretary to the Government of the Federation, was identified among those who facilitated operational access, alongside 22 other suspects interrogated as the investigation expanded.

With the conclusion of the forensic and financial audits, official focus has fully shifted to the prosecution of Adeyemi and the federal officials accused of aiding the fraudulent setup.
