…urges Governor to establish independent funding framework for LG councils
The Lagos State House of Assembly has urged Governor Babajide Sanwo-Olu to instruct the Ministry of Local Government & Chieftaincy Affairs to develop a framework for independent financing of local government legislatures.
The House also called for support of council autonomy and the training of councillors in financial management to strengthen grassroots governance.
The resolution followed a motion sponsored by Mr Ganiu Sanni (Kosofe 1) at Tuesday’s plenary, presided over by Speaker Mr Mudashiru Obasa.
“Financial independence of local government legislatures is crucial to strengthen grassroots democracy and governance,” Obasa said.
He expressed concern over ex-council chairmen who continue to control council accounts through Council Managers and Treasurers even after leadership transitions.
Sanni noted that the 1999 Constitution recognises local government legislatures as key pillars of democratic governance, responsible for law-making, oversight, and representation.
“However, local government legislatures currently rely on the executive arm for funding. This practice undermines separation of powers and exposes councillors to undue executive influence,” he added.
Other lawmakers spoke in support of the motion. Mr Solomon Bonu (Badagry I) commended President Bola Tinubu for strengthening grassroots democracy, while Mr Desmond Elliot (Surulere 1) said the Assembly’s reform efforts would be incomplete without granting LG legislative autonomy.
Mr Nureni Akinsanya emphasised that financial autonomy would empower local legislatures to operate responsibly and independently, adding that the State Assembly would continue to lead by example.
The House directed its Committee on Local Government Administration, Chieftaincy Affairs, and Rural Development to commence work on drafting a self-accounting law for the legislative arms of councils.
