24 State Houses of Assembly have approved the Constitution (Sixth Alteration) Bill, 2026, successfully meeting the two-thirds constitutional threshold required to establish a dual policing system.
The development was announced in a statement issued by the Chief of Staff to the President and Chairman of the Presidential Working Group on the National Policing Bill, Femi Gbajabiamila on Friday.
The Presidential Working Group praised the state legislatures for their swift and decisive action on the reform, while also expressing appreciation to both chambers of the National Assembly for successfully passing the initial amendment.
With the required majority achieved across the states, the constitutional amendment is set to be returned to the National Assembly for formal transmission to the President for assent, in accordance with Section 9 of the Constitution.
This legislative nod provides the constitutional backing needed for the operational framework outlined in the draft National Policing Bill, 2026.
Meanwhile, the working group confirmed that related draft bills are undergoing final legislative review and validation at the Federal Ministry of Justice. These documents are expected to be returned on or before October 30, 2026, ahead of final consideration and presentation to the presidency.
Stakeholders across the country have been urged to support a seamless transition toward a dual policing structure aimed at bolstering public safety.
