Zulum appoints new Chief of Staff, reconstitutes cabinet

Borno State Governor, Professor Babagana Umara Zulum, has appointed a new Acting Chief of Staff and assigning portfolios to 10 newly sworn-in commissioners.
The announcement was made via an official statement signed by the Secretary to the State Government, Bukar Tijani, who noted that the strategic reshuffling is aimed at strengthening governance and accelerating the implementation of the administration’s 25-year Development Plan and 10-year Strategic Transformation Initiatives.
Heading the new appointments is Engr. Dr. Babagana Mustapha Mallumbe, who has been elevated to the position of Acting Chief of Staff to the Governor.
Prior to this deployment, Dr. Mallumbe served as the Deputy Chief of Staff, bringing direct administrative experience into his new high-profile role.
In a simultaneous move to reconstitute the state cabinet, Governor Zulum assigned portfolios across critical ministries.
Barr. Hauwa Abubakar takes over as the Attorney General and Commissioner for Justice, while Hon. Bukar Mustapha Dalatu will oversee the Ministry of Budget and Planning. The Ministry of Education, Science, Technology, and Innovation will be led by Hon. Engr. Lawan Abba Wakilbe, while Hon. Umar Lawan Dalorima handles Finance and Economic Development.
To drive the state’s healthcare and security agendas, Professor Baba Mallam Gana has been positioned as the Commissioner of Health and Human Services, and Professor Usman A. Tar will head the Ministry of Information and Internal Security.
Local government administration will be managed by Hon. Sugun Mai Mele in the Ministry of Local Government and Emirate Affairs, while infrastructure needs will be driven by Hon. Aliyu Mohammed Lawan Buba at the Ministry of Transport and Energy.
Finally, social welfare and youth engagement will see Hajiya Zuwaira Gambo heading the Ministry of Women Affairs and Social Development, alongside Hon. Saina Buba, who takes charge of the Ministry of Youths, Sports, and Poverty Alleviation.
The reconstitution of the cabinet signals Governor Zulum’s commitment to injecting fresh energy into the state’s socio-economic development.
According to the statement from the Secretary to the State Government, all newly assigned commissioners are expected to take over the affairs of their respective ministries effective immediately to ensure a seamless transition of official duties.
