The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has presented a License to Construct (LTC) to Foster Petroleum Development Company Limited for the development of a 30,000 barrels per day refinery in Gokana, Rivers State.
The license was presented by the Executive Director, Hydrocarbon Processing, Plants Installations and Transportation Infrastructure, Engr. Francis Ogaree, on behalf of the Authority.

Upon completion, the refinery is expected to produce Premium Motor Spirit (PMS), Automotive Gas Oil (AGO), Dual Purpose Kerosene (DPK), and fuel oil, contributing significantly to the availability of refined petroleum products in the country.
The project aligns with ongoing efforts to expand local refining infrastructure and strengthen the nation’s petroleum value chain.
