Governor Babagana Umara Zulum has approved the appointment of Dr. Sa’id Alkali Kori as the Director-General and Chief Executive Officer of the Borno State Investment Promotion Agency.

Dr. Kori, a renowned expert in investment and infrastructure finance, holds a PhD in Humanities and Social Sciences from the University of London.

He currently serves as the Honorary Special Adviser on International Relations and Investment to the Yobe State Governor, and as Technical Adviser to the Lake Chad Basin Governors’ Forum.

As the Chairman and Group CEO of Thinklab Group Limited and Chairman of the Nigeria Food Corporation, Dr. Kori brings extensive experience to the role, having structured over $200M in financing for critical infrastructure projects in housing, healthcare, and road networks. His appointment is for an initial term of 4 years.


In addition to the Director-General, Governor Zulum has appointed Laminu Lawan Awana, Abubakar Ahmed Askira, and Danladi Alfaki Isa as Governing Board members, representing the 3 senatorial zones of the state.

These appointments are in accordance with Section 6(b) of the Borno State Investment Promotion Law 2026 (as amended).

The Board will also include representatives not below the rank of Director, from various Ministries, Departments, and Agencies, including the Ministry of Commerce, Trade and Industries, Borno State Geographic Information Service (BOGIS), Ministry of Works, Ministry of Housing and Energy, Ministry of Justice, Ministry of Agriculture and Natural Resources, Ministry of Livestock, Ministry of Planning, Ministry of Finance, and the Ministry of Local Government and Emirate Affairs.


The board further includes 2 representatives from the Organized Private Sector, with the Director-General serving as the Secretary.
Governor Zulum expressed confidence that the collective expertise of Dr. Kori and the board members will position Borno State as a hub for domestic and foreign investment.

The administration aims to foster viable Public-Private Partnerships (PPPs) to accelerate the state’s economic revitalization and sustainable development. All appointments take immediate effect.
