The Federal Government has directed all Ministries, Departments, and Agencies (MDAs) to strictly adhere to the Public Procurement Act during the implementation of the 2025/2026 Capital Budget.

The Minister of State for Finance, Mrs. Doris Uzoka-Anite, issued the directive during a stakeholders’ meeting in Abuja.

She emphasized that all capital projects must be backed by available cash before execution and warned that no payments would be processed outside of approved procurement procedures.

“The nation has adequate funds to settle pending payments,” Uzoka-Anite assured, urging MDAs to update their documentation to prevent processing delays.

The Accountant-General of the Federation, Dr. Shamseldeen Babatunde Ogunjimi, confirmed that the Government Integrated Financial Management Information System (GIFMIS) platform is fully operational.

He outlined a phased implementation strategy in line with President Bola Ahmed Tinubu’s directives namely 30% of the 2025 Capital Budget will be implemented through November 31, 2026 while 70% has been rolled over into the 2026 Capital Budget to ensure project continuity.

Dr. Ogunjimi noted that warrants have already been issued, and the Treasury will begin disbursing the 30% component by the end of next week.

The Director of Funds, Mr. Steve Ehikhamenor, cautioned MDAs against budget overruns, instructing them to return unutilized funds to the Treasury and strictly follow approved project values.
