Zulum approves promotion benefits, leave grants for Borno Workers

The Borno State Government has approved the immediate rollout of promotion-related salary increments and the disbursement of leave grants for civil servants across the state.

The approval was granted by Governor Babagana Umara Zulum following a closed-door meeting with the organized labour leadership comprising the Nigeria Labour Congress (NLC), the Trade Union Congress (TUC), and the National Union of Local Government Employees (NULGE) at the Government House in Maiduguri.

The resolutions was announced in a statement issued by the Borno State Commissioner for Information and Internal Security, Professor Usman Tar.

The decision followed the submission of a comprehensive service proposal by the Directorate of Establishment within the Office of the Head of Service.

The proposal provided detailed analyses and actionable recommendations aimed at ensuring a sustainable, statewide rollout of the national minimum wage policy across various tiers of the Borno State public service.

Under the newly approved directives, civil servants across the state will immediately begin receiving promotional benefits covering the 2023/2024 and 2024/2025 appraisal periods. In addition, all eligible workers are slated for the prompt payment of their 2025 annual leave grants.

The administration has also initiated a comprehensive review of outstanding salary arrears owed to workers in the secondary and tertiary education sectors, with plans to finalize implementation in September 2026.

Addressing the local government workforce, Governor Zulum constituted a specialized task force chaired by the Commissioner for Local Government and Emirate Affairs, Sugun Mai Mele.

The committee has been mandated to design a workable framework for implementing the enhanced salary scale and gratuity scheme for local council staff.

The task force has two weeks to consult with key stakeholders, assess existing civil service regulations, evaluate the local government workforce, and submit a viable strategy for the statewide adoption of the new wage structure at the grassroots level.

In a related directive, Governor Zulum instructed the Directorate of Establishment to draft a strategic blueprint for fresh employment into the state civil service.

The recruitment drive will be guided by an internal needs assessment and gap analysis to replenish critical professions and technical expertise depleted by retirements and workforce attrition.
