President Bola Ahmed Tinubu has unveiled three major Federal Government intervention programmes worth more than $3.05 billion, aimed at strengthening human capital development, supporting vulnerable communities and accelerating Nigeria’s economic recovery.

The programmes were launched on Thursday at the State House Conference Centre in Abuja. They include the Nigeria Community Action for Resilience and Economic Stimulus Additional Financing (NG-CARES AF), the Solutions for Internally Displaced and Host Communities (SOLID) initiative, and the Human Capital Opportunities for Prosperity and Equity (HOPE) programmes, comprising HOPE-GOV, HOPE-PHC and HOPE-EDU.

Delivering the President’s keynote address, the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, said the initiatives represent a key milestone in the implementation of the Tinubu administration’s Renewed Hope Agenda.

He explained that the programmes are designed to support smallholder farmers and small businesses, improve primary healthcare and education, strengthen governance, and provide infrastructure as well as livelihood support for internally displaced persons and the communities hosting them.

According to the President, the $1.25 billion NG-CARES Additional Financing programme, backed by the World Bank, will expand support for farmers and small and medium-sized enterprises, while the $300 million SOLID programme is intended to connect humanitarian assistance with long-term development through investments in displaced communities.

Tinubu also stated that the administration’s economic reforms are beginning to deliver encouraging outcomes, pointing to improvements in economic growth, stronger foreign reserves and easing inflation.

According to him, “The Nigeria Community Action for Resilience and Economic Stimulus Additional Financing (NG-CARES AF), The Solutions for Internally Displaced and Host Communities Programme (SOLID) and a 3-in-1: the Human Capital Opportunities for Prosperity and Equity Programmes, HOPE-GOV, HOPE-PHC, and HOPE-EDU.

“These are not just programmes. They are promises kept. Under our Renewed Hope Agenda, we came into office pledging to reform the economy, secure the nation, and invest in our people. Today, we act on that pledge, protecting the vulnerable, empowering communities, and building the human capital that will carry Nigeria forward.

“Positive results are emerging from our reforms. Robust growth is returning. Confidence is rising. But that progress must be felt in every household, not just in national statistics. Real prosperity means no Nigerian is left behind on our journey to a US$1 trillion economy by 2030.

“The Renewed Hope Development Plan (2026–2030) is our roadmap, built on economic diversification, human capital development and stronger states. NG-CARES AF, SOLID and HOPE are how we translate that roadmap into reality, taking macroeconomic stability and converting it into better livelihoods in every ward and for every family.

“NG-CARES Additional Financing is a US$1.25 billion World Bank-supported programme focusing on smallholder farmers and small and medium-sized businesses. SOLID is a US$300 million World Bank-financed initiative that connects humanitarian relief with long-term development by investing in infrastructure, livelihoods and services for displaced persons and the communities that host them. This is how we rebuild not only homes but also hope.

“HOPE is a US$1.5 billion flagship investment in Nigeria’s greatest asset, our people. Through HOPE-GOV, HOPE-PHC and HOPE-EDU, we will strengthen primary healthcare, improve foundational learning in public schools, support teachers and build more transparent and effective governance at the ward level.

“We are building a Nigeria where extreme poverty is eliminated, where every child has access to quality education and healthcare, and where every community is equipped to withstand adversity and recover stronger. That is our vision. That is our promise.

“Today, we launch that future for millions of Nigerians, across every ward and every state.

“It is, therefore, my honour to formally launch the Nigeria Community Action for Resilience and Economic Stimulus Additional Financing (NG-CARES AF), the Human Capital Opportunities for Prosperity and Equity Programmes (HOPE-GOV, HOPE-PHC and HOPE-EDU), and the Solutions for Internally Displaced and Host Communities (SOLID) Programme,” he said.
