OTL 2025: PETROAN pushes for transparency, collaboration in energy sector

Petroleum Products Retail Outlet Owners Association of Nigeria (PETROAN) President Dr. Billy Gillis-Harry has emphasized the importance of transparency, competition, and collaboration in driving growth and efficiency within Nigeria’s downstream energy industry.
Speaking at the OTL conference Dr. Billy, described the downstream sector as being at the centre of a “seismic shift” driven by market liberalization, subsidy removal, and new opportunities in clean energy.
According to him, the removal of fuel subsidies marked a turning point for the industry, allowing market forces to determine prices and opening the door for greater private sector participation in fuel importation and distribution. “If the subsidy removal was not implemented, we wouldn’t be experiencing the level of competition and transparency that exists today,” he said.
He noted that the liberalized market now demands greater accountability and operational efficiency. “Transparency is critical. Accurate data will shape how downstream operations affect our daily lives from petrol to diesel, kerosene, and aviation fuel,” Dr. Billy stated.
The PETROAN President also highlighted the sector’s ongoing transition towards cleaner and more sustainable energy sources such as Compressed Natural Gas (CNG), biofuels, and solar power. These initiatives, he said, are not only cost-effective but also environmentally friendly and essential for reducing overhead costs in fuel retail operations.
He further called for increased collaboration among industry players, emphasizing that no company can thrive in isolation. “We must work together. Collaboration with organizations like RESA, NMEA, and others will ensure operational stability, protect our licenses, and secure our investments,” he said.
On the issue of local refining, he praised recent efforts by companies such as Nambute Refinery, describing their progress as a milestone in Nigeria’s bid to revive domestic refining capacity. “The more refineries we have, the closer we get to our golden days when Nigeria becomes a strong refining and export-driven nation,” he remarked.
Dr. Billy reaffirmed PETRON’s commitment to ensuring product availability, fair competition, and reliable service delivery. “PETRON will continue to play a service centered role in ensuring that our products reach the market efficiently. Our goal is simple every consumer should get a full litre,” he said.
