NPA issues warning to terminal operators over pollution at Apapa Port

The Nigerian Ports Authority (NPA) has issued warning letters to four terminal operators at the Apapa Port Complex over environmental pollution within the facility.
The disclosure was made on Tuesday in Lagos by the Port’s Complex Manager, Mr. Debo Lawal, who described port management as both challenging and rewarding, requiring constant operational, environmental, and security readiness.
Lawal explained that managing the port involved tackling diverse operational and organisational issues, stressing that environmental compliance remained a key priority.
“In line with efforts to promote environmental sustainability, four terminals recently received warning letters for breaching their lease agreements and contributing to pollution within the Apapa Port Complex,” he said.
Citing an example, he noted a factory polluting a neighbouring terminal, which NPA management is resolving by directing the factory to adjust its funnel to reduce harmful emissions.
He added that physical inspections are routinely conducted to verify complaints.
While sanctions exist for environmental breaches, Lawal said the authority prioritises engagement before enforcement.
Operators are first given directives and deadlines, such as adjusting factory funnels or installing combustion controls in line with international best practices.
On security, Lawal highlighted collaboration between the port security department and the marine police, including regular patrols within the port system and waterways.
He revealed that management recently provided additional watercraft to the marine police to strengthen operations ahead of the busy September–December season.
