NOA unveils CLHEEAN mobile app to boost citizen engagement

The National Orientation Agency (NOA) has unveiled the CLHEEAN Mobile App, a digital platform designed to transform how Nigerians engage with government, access information, and participate in national development.
“For too long, we have faced a familiar challenge: citizens who want to be heard, and systems that do not always listen. Today, we begin closing that gap,” he said.
Speaking at the launch, the Director-General of NOA, Lanre Issa-Onilu, described the initiative as a defining moment in Nigeria’s democratic evolution, noting that it goes beyond technology to reshape the relationship between citizens and government.
According to him, the CLHEEAN Mobile App offers a unified and user-friendly platform that provides Nigerians with direct access to civic education, real-time government information, and interactive engagement tools.
“With an AI-powered voice and chat assistant, multilingual capabilities in Hausa, Yoruba, and Igbo, and seamless feedback channels, governance becomes simple, accessible, and inclusive. Simply put, the government is now in your pocket,” the Director-General added.
The platform represents a shift towards participatory governance, where citizens are not only informed but actively involved in shaping policies and national discourse.
The Director-General further noted that the initiative aligns with the Renewed Hope Agenda of Pres. Bola Ahmed Tinubu, reinforcing priorities such as inclusive governance, transparency, and accountability.
“This is more than technology. It is a new way of governing, one that ensures citizens are not just informed, but involved; not just heard, but empowered,” he said.
“Governance works best when citizens are heard, the government listens, and action follows,” the DG emphasised.
The NOA called on Nigerians to download the CLHEEAN App and actively participate in nation-building.
“This is more than a launch, it is a commitment, a bridge, and a movement towards a Nigeria where every voice matters,” Issa-Onilu added.
