The National Drug Enforcement Agency (NDLEA) has transformed its administrative processes with the launch of the Drug Integrity Test and Visa E-Administration System (DITViCAS), a digital platform designed to streamline operations and aggressively tackle substance abuse in Nigeria.
The platform, unveiled on Tuesday, October 21, 2025, in Abuja, moves the agency's focus beyond mere enforcement to proactive prevention and demand reduction, positioning the Drug Integrity Test as an early-warning system rather than a punitive measure.
Speaking at the launch, NDLEA Chairman/Chief Executive Officer, Brig Gen Mohamed Buba Marwa (Rtd), represented by Agency Secretary Shadrach Haruna, declared that the digital system signifies a "paradigm shift" where "enforcement meets efficiency, and commitment merges with cutting-edge technology."
Marwa emphasized that the new portal integrates the Drug Integrity Test into a broader national strategy, explicitly stating it is "founded on a principle of prevention, rather than punishment."
He clarified that the system functions as an early-warning mechanism designed to help individuals who may be experimenting with substances, offering them an opportunity for intervention and treatment before dependence sets in.
This service is being extended to various groups, including students of tertiary institutions, organizations, and even prospective couples, providing a non-judgemental pathway intended to foster healthier communities and a more secure national labour force. For those who test positive, Marwa assured that the agency's rehabilitation and counselling centres are open to ensure no one is left without care.
The DITViCAS platform is also set to eliminate the notorious bureaucracy associated with obtaining an NDLEA Visa Clearance Certificate. The former manual process, characterized by lengthy verification cycles and physical appearances, was declared prone to human interference, delays, and a host of other issues.
The online portal (accessible at www.drugandvisa.ndlea.gov.ng) automates all associated processes and operations. Applicants can now apply from home, choose their preferred testing centre, and book an appointment at a convenient date, thereby eliminating the need to wait all day at an NDLEA office.
The Visa Clearance process is also set to be completed within a rapid three days, or a maximum of one week in peculiar circumstances.
Also, the E-Certification and Verification system eliminates the falsification of certificates, ensuring the document remains a robust security instrument that safeguards Nigeria’s international reputation. The system also incorporates interfaces for effective collaboration with partner agencies, and provisions have been made for private medical centres to partner with the agency as accredited testing sites.
The NDLEA Chief Executive noted that by integrating sophisticated background check protocols, the agency is fulfilling a commitment to the Nigerian citizen for stress-free, integrity-driven public service delivery.
He urged all stakeholders to embrace the new change, calling the initiative proof of the NDLEA’s commitment to leveraging technology to combat the complexities of drug trafficking and abuse.
