Kaduna sets new precedent, adopts gender-inclusive procurement policy

Kaduna State has set a new precedent by adopting the Gender Responsive Public Procurement Policy, making it the first subnational government in Nigeria to implement such an initiative.

The policy, developed in partnership with UN Women and other stakeholders, was approved at the State Executive Council meeting held at Sir Kashim Ibrahim House.

In line with Governor Uba Sani’s economic empowerment agenda, the policy aims to boost inclusive economic growth by increasing the participation of women-led businesses in public procurement. It seeks to bridge the gender gap by creating equitable opportunities for women-owned cooperatives and enterprises.

As part of its provisions, procurement committees must include women, with at least one female representative at the directorate level. Additionally, fully women-owned businesses are granted a complete waiver on registration fees, while tender fees are reduced by 50% for such enterprises.

To ensure the effective implementation of this policy, all Ministries, Departments, and Agencies (MDAs) in the state have been directed to adopt it in their procurement processes. This move is expected to provide greater access to government contracts for female entrepreneurs, fostering a more inclusive business environment.

Furthermore, the State Executive Council has approved the establishment of five Sector Strategic Teams to enhance coordination and synergy among government agencies.

These teams in line with the policy will oversee key sectors, including rural transformation, human capital development, governance, economic growth, and security. Each team will hold weekly meetings, with their leaders responsible for briefing the governor on their progress.

By implementing these initiatives, Kaduna State is taking a significant step toward gender equity and inclusive governance, reinforcing its commitment to economic empowerment and sustainable development.
