UBEC unveils comprehensive three-year strategic roadmap for education reform

The Universal Basic Education Commission (UBEC) has launched a comprehensive three-year strategic development plan aimed at enhancing institutional effectiveness, delivering measurable outcomes, and increasing accountability at the state level.

The plan, unveiled during a high-level retreat in Uyo, Akwa Ibom, is set to reposition the basic education sector.

Officially named the UBEC 2025–2027 Strategic Blueprint, the roadmap was introduced by the commission’s Executive Secretary, Dr Aisha Garba, who underscored the urgent need for institutional reforms, collaborative governance, and robust monitoring mechanisms throughout the education value chain.

“The primary objective is to align our efforts with the implementation roadmap and refine our strategy for a more results-oriented UBEC,” Dr Garba said during the opening of the retreat.

“This blueprint is not just a document; it is a call to action to deliver quality, equitable, and inclusive basic education across the federation,” she added.

The two-day retreat brought together top-level officials, including directors, deputy directors, assistant directors, and chief education officers from UBEC’s national, zonal, and state offices. The gathering aimed to build consensus on strategic targets, leadership culture, and operational clarity.

Dr Garba stressed that a crucial aspect of the blueprint is a revamped monitoring and evaluation framework, designed to ensure transparency and efficiency at all administrative levels.
