Terrorists are creating parallel government in Kaduna State

The Kaduna State Governor, Mallam Nasir El-Rufai has written to the President of Federal Republic of Nigeria, President Muhammadu Buhari, informing him that terrorists are gradually taking over the state by consolidating, expanding and taking control of communities in the state while creating a parallel government with an operational base.

It was revealed that the governor’s despondence was expressed in a memo sent to the President in late July of 2022.

In the memo, Governor El-Rufai stated that terrorists have not only infiltrated and are in control of communities but have also formed “a parallel governing authority,” exercising control over social and economic activities and dispensation of Justice in the area.

From the report, the Governor said, “terrorists have advanced in their plans to make Kaduna Forest Area their permanent operational base, for the North-West region, citing a “series of intelligence reports.”

“Observed movement patterns and intercepted communications of migrating terrorists have shown a clear interest in setting up a base, within the stretches of forest area between Kaduna and Niger states strongly considered,” he stated.

The memo also stated that Governor El- Rufai has also informed the President that the terrorists have enacted a law banning the residents from voting in the elections, come 2023.

“The insurgents enacted a law in the Districts, banning all forms of political activity or campaign ahead of the 2023 elections, especially in Madobiya and Kazage villages,” the memo reads.

“Multiple reports also exist of bandits and terrorists enacting protection levies and similar taxes from Communities and Farmers, all in return for indegenes to be allowed to farm,” the Governor stated.

Further, according to the details of the memo, terrorists “are extracting revenues from the people and as it were, now man the ungoverned space in the state.” As if these were not enough, the Governor also made the President understood that “terrorists now settle disputes in communities.” “The terrorists fined a resident of Kuyello Community, Mr. Mu’azu Ibrahim, the sum of One Million Naira for selling some plots of land without the consent of the owner.”

Following the ban on political activities was a recent wedding ceremony involving terrorists in the state.

“Drawing from a credible intelligence report from a ceremony attended by numerous Ansaru members, Representatives and members of the Jama’atu Ansarul Musulmina Fi’biladis Sudan (aka Ansaru), hibernating in Kuyello district of Birnin Gwari LGA, they recently executed a nuptial ceremony during which they married two unidentified female Kuyello village residents.”
