
Rivers: Sole Administrator tasks paramilitary organisations on collaboration over insecurity

The Sole Administrator of Rivers State, Vice Admiral Ibok Ibas (Rtd), has urged paramilitary organisations to continue collaborating with other security agencies to maintain a safer and more peaceful state.
The Administrator stated that meaningful development cannot take place without a stable and peaceful environment, emphasising the need to intensify efforts to prevent criminal elements from gaining the confidence to disrupt security.
Vice Admiral Ibas (Rtd) issued this directive on Friday during a meeting with the heads of paramilitary organisations at Government House in Port Harcourt.
He explained that the meeting was essential as they are key stakeholders in the fight against crime and lawlessness. He also acknowledged their contributions to fostering peace in Rivers State.
Vice Admiral Ibas (Rtd) urged them to participate actively in joint operations aimed at weakening the capabilities of criminal elements within the state and to play their part in combating criminal activities.
“If people who have legitimate businesses are unable to operate freely as protected by our laws, then they suffer losses while criminals seize control of the state.
“I will, therefore, need your full cooperation in maintaining law and order. This means that in carrying out your responsibilities, you must prioritise the interests of Nigeria and, in particular, the people of Rivers State,” he stated.
Vice Admiral Ibas (Rtd) stressed: “I hereby direct that you increase your patrols. If criminals gain access to our resources, it inevitably strengthens them.
“The responsibility falls on individuals and organisations alike. We must all work together to ensure this state remains extremely secure.”
Vice Admiral Ibas (Rtd) underlined the importance of fostering dialogue to enhance intelligence gathering in tackling issues such as kidnapping, illegal activities, and communal conflicts.
The Administrator expressed concern over unregistered or concealed vehicle number plates being allowed on state roads, warning that they pose significant security threats.
He also noted that overturned tankers, whether due to poor maintenance or the actions of other road users, frequently cause road obstructions.
The Administrator insisted that such incidents, which constitute serious traffic offences, must be addressed to reduce casualties and fatalities on the roads.
“Our focus must be on reducing insecurity. There is a need for cooperation between your agencies and the Federal Government’s intelligence-sharing bodies.
“Naturally, your paramilitary organisations have their own intelligence networks. You must therefore collaborate with the military, the DSS, and even local intelligence units in the communities where you operate.
“There are vehicles on our roads that remain unregistered or have their number plates covered. I am not aware of any law that permits individuals to drive under such conditions.
“I urge the Federal Road Safety Corps, in coordination with the Civil Defence and the Police, to ensure such violations are minimised.”
Vice Admiral Ibas (Rtd) encouraged them to promote peace and security through community policing, particularly in their interactions with residents in local government headquarters and villages.
The Administrator also directed them to offer necessary operational support to their colleagues in the police and other security agencies in raising public awareness.
Vice Admiral Ibas (Rtd) stated: “While the Ministry of Information at the state level will oversee this initiative, I want you all to collaborate in informing those at the grassroots about the consequences of an insecure environment.
“I believe you are all well-equipped for your roles and understand the expectations placed upon you. I appreciate your contributions to the development and security of Rivers State over the years and look forward to your continued support in ensuring that Rivers State remains safer than ever before.”
Vice Admiral Ibas (Rtd) assured that the Rivers State Government will continue to provide necessary support to enhance their operations and maximise success in keeping the state secure.
In his remarks, the Controller of the Nigeria Correctional Service (NCS), Rivers State Command, Mr Felix Madumere, expressed gratitude for the valuable insights shared by the Administrator, stating that they would significantly aid their daily operations.
