WADA exposes over 300 Russian doping sanctions in landmark investigation

The World Anti-Doping Agency (WADA) has concluded a sweeping investigation that has resulted in more than 300 sanctions against Russian athletes following the recovery of data seized from the Moscow laboratory in 2019.

The inquiry, known as Operation LIMS, has now led to 291 athletes being sanctioned, with a total of 302 separate sanctions imposed across multiple cases.

Athletes from 22 sports have been affected, with disciplinary action taken by 23 different anti-doping organisations. Weightlifting recorded the highest number of sanctions at 107 athletes, followed by athletics with 93 cases.

WADA confirmed that 11 athletes were found to have committed multiple violations, while four additional cases remain unresolved and are still awaiting final adjudication.

WADA president Witold Banka described the operation as a defining moment in anti-doping enforcement, calling it “the most successful investigation in anti-doping history”.

The findings stem from long-running scrutiny of Russian sport following revelations in 2015 of a state-sponsored doping system. That exposure led to the Russian Anti-Doping Agency (RUSADA) being declared non-compliant with the World Anti-Doping Code.

Although RUSADA was reinstated in 2018 under strict conditions, the decision proved controversial at the time. Critics argued it weakened accountability, while WADA maintained it was necessary to gain access to critical evidence.

According to WADA, that decision ultimately enabled investigators to obtain 24 terabytes of data from the Moscow laboratory in 2019, which formed the basis of Operation LIMS.

Banka said the reinstatement was a calculated step within a wider investigative strategy, explaining that without it, authorities would not have secured the material needed to pursue the cases.

He added that the outcome validated the approach taken, stating that the process had ensured greater fairness for clean athletes globally.

Subsequent analysis of the retrieved data revealed manipulation of certain records, a development that contributed to Russia receiving a four-year ban from major international sporting events in 2019.

While Russia’s suspension formally ended in 2023, its athletes and teams have continued to face restrictions from several sporting federations following the invasion of Ukraine. Some governing bodies have recently begun allowing Russian athletes to compete under their national flag once again.

Operation LIMS covered a wide range of sports, including athletics, weightlifting, football, swimming, judo, boxing, rowing, skiing and wrestling, among others, reflecting the breadth of the sanctions imposed across international competition.
