President Bola Ahmed Tinubu has ordered a comprehensive forensic audit across all Federal Government systems, administrative frameworks, and payroll structures.
Coordinated by the Minister of Finance and Coordinating Minister of the Economy, Mr. Taiwo Oyedele, the directive follows an August 19, 2026 Federal Executive Council resolution responding to findings by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) concerning fictitious agencies, ghost workers, and compromised internal controls.
The audit operates across two strategic tracks designed to expose institutional vulnerabilities and determine how financial systems were exploited.
The first track focuses on financial and personnel platforms, specifically targeting the Integrated Personnel and Payroll Information System (IPPIS), GIFMIS, Remita, and the Treasury Single Account.
Forensic investigators will trace fraudulent enrollments, audit biometric and banking safeguards, reconcile figures identified by the ICPC, and determine whether payroll fraud stemmed from technical defects, inadequate duty segregation, or deliberate subversion.
The second track requires a complete institutional inventory of all federal agencies, departments, commissions, and parastatals to verify their statutory existence. This phase will scrutinize how unauthorized entities managed to secure official recognition, budgetary allocations, government communications, and physical facilities. Investigators will assess procurement protocols, governance structures, and internal audit mechanisms to eliminate vulnerabilities that allow irregular entities to siphon public funds.
The independent audit team has been granted unrestricted access to government databases and records, working in direct coordination with the ICPC to aid active investigations, asset recovery, and criminal prosecutions.
President Tinubu stressed that the exercise must permanently repair the administrative architecture of the Federal Government, ensuring that state resources remain strictly accessible to verified public servants and legally constituted institutions.
