The Nigerian Maritime Administration and Safety Agency (NIMASA) has deployed the assets of the Integrated National Security and Waterways Protection Infrastructure, also known as the Deep Blue structure, alongside relevant maritime security units to execute a coordinated enforcement operation code-named “Blue-Green” across key operational areas in Lagos.
This strategic operation combined sophisticated intelligence gathering, analysis, and target development with synchronized enforcement actions at sea.
It featured the introduction of a specialized intelligence capability within the NIMASA Deep Blue and Command, Control, Communications, Computers, and Intelligence System, known as the C4i Center.
This advanced system significantly enhanced the identification, assessment, and prioritization of vessels of interest, enabling more precise target selection and delivering real-time tactical intelligence to enforcement teams on the ground.
Reflecting on the success of the mission, the Director-General of NIMASA, Dr. Dayo Mobereola, announced that the “Blue-Green” enforcement initiative will become a regular operational strategy.
He emphasized that building upon the positive outcomes of this initial phase, the agency will formalize the framework as a recurring, intelligence-led enforcement model.
NIMASA also plans to progressively expand these operations to other critical maritime zones, including Port Harcourt, Calabar, and Warri, in alignment with operational readiness and strategic intelligence priorities.
He added that the deployment of multiple enforcement platforms serves as a strong deterrent to anyone harboring criminal intentions and expressed appreciation for the high level of cooperation received from the armed forces.
Throughout the operation, maritime enforcement teams boarded and inspected multiple vessels to conduct rigorous document verification and compliance screening. These comprehensive checks spanned statutory vessel certification, cargo and voyage documentation, statutory surcharge obligations, and strict adherence to cabotage compliance regulations.
Operation “Blue-Green” successfully demonstrated the immense value of integrating NIMASA’s robust enforcement capabilities with advanced C4i intelligence and the formidable assets of the Deep Blue project. This synergy establishes a solid foundation for more structured, sustained, and intelligence-driven operations designed to fortify maritime security compliance and bolster sustainable revenue generation for the nation.
