Lagos Govt signs MoU with Belstar-ENKA to rehabilitate, expand water infrastructure

The Lagos State Government has signed a Memorandum of Understanding (MoU) with international consortium Belstar and ENKA to rehabilitate and expand its waterworks system in a major step towards solving long-standing water supply challenges across the state.

Commissioner for Environment and Water Resources, Tokunbo Wahab, who announced the agreement on Monday, said the project aims to overhaul and expand water treatment and distribution networks to ensure a reliable and sustainable water supply, especially to underserved communities.

Wahab explained that the initiative will involve both “Brown Field” projects — which include the rehabilitation of existing waterworks and “Green Field” projects  the construction of brand-new water facilities. 

He emphasised that the state government will enforce compliance with all relevant safety and environmental standards throughout the process.

Managing Director of the Lagos Water Corporation, Mukhtaar Tijani, noted that the Corporation would work closely with the consortium to provide technical guidance and stakeholder coordination. 

He expressed confidence that the project would help eradicate waterborne diseases and improve access to potable water across the state.

Tewodros Polk, Group Managing Director of Belstar Capital, pledged the consortium’s full commitment, stating that they will leverage international expertise while using local subcontractors to support capacity building and promote sustainable development in Lagos.

The project will operate under an Engineering, Procurement, Construction, and Finance (EPC+F) model and will be insured by the U.S. International Development Finance Corporation.
