Bauchi State Governor, Bala Mohammed has presented the 2020 fiscal budget of N167,215,807,500 which is tagged: “renewal of hope” to the House of Assembly for scrutiny on Tuesday.
Mohammed while presenting the document he said the figure is lower than the 2019 budget prepared by his predecessor –Mohammad Abubakar’s N196billion “not because the government does not intend to spend much, it is because we want the budget that is implementable and realistic.”
He put recurrent expenditure at 43 per cent –totaling N72, 615, 392, 214 while capital expenditure took 57 per cent of N94, 600, 410, 286. “This budget was carefully prepared to ensure that all the projects and programmes captured will most likely be implemented. The era of unrealistic and unimplementable budget is over,” he added.
The Governor said he would not abandon the projects initiated by the former Governor Abubakar across the state. He announced that the capital projects he commissioned about six months ago are nearly completion.
Mohammed scored the implementation of 2019 “very low due to change of government”, which he said affected the revenue generation of the state. He told the lawmakers that “It may not be an exaggeration if I describe Bauchi as a failed state because virtually nothing was working when you and I irrespective of our party differences took over.”
He said that the gravity of the situation of the state would not discourage his morale, saying he would serve the state with his capacity with an open governance, all inclusive and transparent leadership.
While responding, the House Speaker, Hon. Abubakar Suleiman said the House has received the budget with all sense of responsibility and is determined to discharge its constitutional obligations by scrutinising the document dispassionately. “We will ensure its speedy passage,” he promised.
“For this reason, His Excellency should direct MDAs in the State to provide the needed information in defence of their budgets, before the relevant House Committee to ensure the smooth passage of the fiscal estimates.
Abubakar said the 9th Bauchi State Assembly would continue to partner with Mohammed administration in ensuring that State is taken to an enviable pedestal within and outside Nigeria.
